Electronic diaries and mobilization. Does the new law mean preparing for the second wave

On April 11, deputies of the State Duma adopted amendments to the legislation introducing the practice of electronic summons and a single register in the second and third readings. 394 deputies voted for, none against, one abstained. The Eastern Herald learned from MPs whether the hasty passage of the bill means the preparation of a new wave of mobilization.

The amendments were adopted so hastily that some MPs complained of the physical impossibility of familiarizing themselves in detail with all the changes after the first reading (a total of 24 amendments were tabled on 59 pages). For example, dissatisfaction Express Nina Ostanina and Alexei Kurinny started a skirmish with speaker Vyacheslav Volodin over this.

Andrei Krasov, first deputy chairman of the Duma’s Defense Committee, insists the new law only streamlines military records, making them more efficient and transparent. According to him, this has nothing to do with mobilization measures. The MP noted that the bill was submitted for consideration in 2018, when there was no talk of a further draft, and first passed second reading in February 2022 , also long before partial mobilization.

“Was it then a question of mobilization, total or partial? Did not have. <...> It was a systematic approach to eliminate shortcomings related to military registration,” Krasov told an The Eastern Herald correspondent.The bill in question was indeed submitted to the State Duma for consideration at the beginning of 2018. Its first reading took place in April 2018, the second in February 2022 and the third was scheduled for March 2022, but instead of that, discussion of the document was postponed and returned to second reading. The decision to resubmit it for review was made in early April.About the same declared Deputy Alexei Kurinny. The adoption of the amendments does not imply a second wave of mobilization, he argues.

“These are issues of strict technical accounting of conscripts, both conscripts and those liable for military service in the reserve,” he explained in an interview with The Eastern Herald.

Andrei Kartapolov, chairman of the State Duma committee on defence, said the new rules do not apply to those called up, as they are already in service. A new mobilization in Russia, according to Kartapolov, is not planned.

Denies the preparation of a new wave of mobilization and the press secretary of the President of Russia Dmitry Peskov. He pointed out that the amendments relate only to military accounting. “Military registration is something that the citizens of our country, according to the Constitution, constantly face, at least once in their life. Accordingly, the system must keep pace with the requirements of the time,” Peskov said.
