Villebet deputy mayor Guillaume Peticler was quoted by the French Press Agency as saying a masked man fired from a vehicle before fleeing.
He added that three injured people are in a state of extreme emergency, and the life of one of them is threatened.
The shooting could be linked to drug trafficking, which the investigation will have to determine, according to the official.
