The contract for the reconstruction of the Kremlin in Nizhny Novgorod was not fulfilled by a conscientious contractor

In September 2020, a contract worth 397.5 million rubles was signed with the Moscow company Adept Stroy for the restoration of structures and landscaping of the Zachatievsky Territory at St. George’s Towers. It took 10 months to complete the work, but Adept Stroy hasn’t finished it yet.

In October 2022, the government of the Nizhny Novgorod region unilaterally terminated the contract and applied to the antimonopoly service for a request to recognize the contractor as disloyal, but was refused. Then the authorities appealed to the arbitral tribunal, which also sided with Adept Stroy. As noted by the court, the company successfully concluded 28 state contracts on its behalf, carried out work in the Nizhny Novgorod Kremlin for 78% of the contract volumes and did not meet the deadline due to the fact that the site turned out to be more complex than expected at the conclusion of the contract.

When and by whom the restoration will be completed now is not reported. At the same time, Adept Stroy was the only contestant for the relevant work.
