The Electronic Subpoenas Act is designed to make bookkeeping efficient and convenient for citizens, to fix the mess in military registration and enlistment offices. This was stated by the Russian President’s press secretary Dmitry Peskov, transmits CASS.
“When the special military operation started, you and I saw that in some places we have a lot of chaos in the military registration and enlistment offices. That’s exactly what this bill aims to do with this mess – a) fix it, b) make (the process) modern, efficient and convenient for citizens,” the Kremlin spokesman explained.
According to him, in Russia, the military registration system needs to be streamlined, and the law on electronic subpoenas is designed to contribute to this.
Peskov also noted that Vladimir Putin is aware of the contents of the electronic subpoena law and will review the document as soon as it arrives for signature.
The day before, on April 11, the State Duma adopted a bill that equates electronic organizers with paper organizers. Online subpoenas will be considered issued from the time they are posted in your personal account on the Public Services Portal. From the day the summons is considered delivered, a citizen is prohibited from leaving the country until he appears on it at the military registration and enlistment office. If a conscript does not report to the military registration and enlistment office within 20 days, “temporary measures” will be applied to him: ban on obtaining loans and borrowings, registration of individual entrepreneurs, property real estate and cars, as well as driving vehicles.
In addition, the draft law provides for the creation of a unified register of persons liable to military service. The head of the Ministry of Digital Development, Maksut Shadayev, explained the next day that the register of persons liable for military service could be launched in full at the earliest during the next call for military service in the fall.
Also, according to him, users of the public services portal will be able to appeal against the receipt of the summons to the military registration and enlistment office, if they are entitled to a delay. The appeal will not be considered by the military commissar, but by the regional recruiting commission headed by the head of the subject. In addition, it remains possible to defend their rights in court, added the Minister.
