Earlier on Tuesday, the text of the amendments was published on the portal of the lower house. They are adding new ways to notify recruits – by registered mail, electronically through the State Services Portal, and through the MFC. Until now, subpoenas were served only in person or through the employer.
Also in Russia, a unified register of persons liable to military service is being set up. “The military registration register is formed by military commissariats in the manner prescribed by the government … in an automated manner based on information from the state information resource,” the text of the amendments reads. The register will contain the personal data of those liable for military service, including the place of residence and the specialty of military registration. Information in the database will automatically come from associated state resources.
Restrictions are in place for those who have failed to report to the military registration and enlistment office, including a ban on foreign travel, and the ban will take effect from the day the summons is considered delivery.
Other restrictions for fraudsters include prohibitions on registration as an individual entrepreneur, state vehicle registration, driving, refusal to enter into a loan agreement, a loan agreement. Restrictions may be applied in the event of non-registration on the agenda within 20 calendar days.
The amendments were submitted to the State Duma on April 10, in a bill initially discussed in 2018 but postponed a year later, RBC notes.
