HIGHLAND HEIGHTS, Ky. — A $100 million federal investment in a drug plant in Winchester, Kentucky, now comes with a condition set by the ballot box: the result of the Nov. 3 elections. President Donald Trump told a Saturday rally here that the Department of War would make the investment if the Republican Party wins.
Trump told supporters, “If the Republicans win, the Department of War will be investing $100 million in the pharmaceutical company and there to revitalize a gigantic drug manufacturing facility in Winchester, Kentucky,” according to Fox News’s account of the speech. The rally was held at Truist Arena on the Northern Kentucky University campus, 17 days before Election Day.
Fox News reported that Trump warned the investment would not move forward under Democratic leadership. He had come to campaign for Republican Senate candidate Andy Barr, who listed “the pharmaceutical investment in Winchester” among the projects he credited Trump with bringing to Kentucky. As Trump framed it, federal money from a sitting president depends on the election result.

Trump cast the contest as one in which he is personally at stake. “I’m not on the ballot, but I am on the ballot,” he said, calling it “the most important midterm in the history of our country” because “we’ve gotten more things done and they can undo them,” Fox News reported.
Money is the argument wherever he goes. At his Montana rally on Wednesday, Trump told the crowd “we have very little inflation.”
Fox News noted that Republicans enter the final stretch facing voter concerns about inflation, gas prices and the Iran war.
Fox’s account does not say how the investment would be structured, approved or paid for, and the sentence it printed does not name the company that would receive the money. Trump has said what happens to the plant under Democratic leadership. TEH found no Department of War statement on the Winchester plant in the sources it could read, so whether the department agrees is still unanswered.
