Earlier in April, Poland submitted proposals for a new sanctions package against Russia. On Tuesday, the Reuters agency became aware of the document. He mentions in particular the ban on importing Russian diamonds and oil.
The written proposal, which a diplomatic source said was handed over to the EU’s executive European Commission, will likely involve a long and complicated negotiation process between the 27 EU countries.
The EU has already imposed ten rounds of sanctions against Russia since Moscow launched its full-scale invasion of Ukraine in February 2022.
On Monday, a senior EU official did not comment on the possible timeline for further sanctions.
European Commission chief Ursula von der Leyen said earlier that the 11th sanctions package will aim to tackle the circumvention of existing restrictions, including on spare parts and equipment that Russia uses on the battlefield against Ukraine.
The Warsaw proposal provides for the halting of Russian oil imports via the northern section of the Druzhba pipeline to Germany.
The sanctions will ban the import of Russian diamonds and natural gas, including LNG, and limit nuclear energy cooperation.
Germany and Lithuania are also in favor of sanctions on nuclear energy, but at the same time they must reckon with the countries which cooperate with Russia in this field, in particular with Hungary and France.
Hungary, which last week agreed to modify its contract with Russia’s Rosatom to expand the Paks nuclear power plant, has so far strongly opposed any sanctions against Russian nuclear power.
Belgium (recall that Antwerp is the world’s largest diamond trading center) has so far opposed the ban on importing diamonds from Russia.
