In the preamble to the United Nations Charter and the 2030 Agenda for Sustainable Development, preserving the values ​​of pluralism and international cooperation on which the Charter is based is essential and pivotal in order to raise the ceiling of adherence to international standards, systems and rules that have guided state relations for seven decades in the face of isolationism and the growing challenges resulting from it. and reaffirming the principles relating to the resolution of disputes between states through peaceful means. Antonio Guterres, Secretary-General of the United Nations, said at the 2022 celebration: "Commitment to these values ​​is violated in international issues, starting with the climate crisis and the increase in conflicts, especially the ongoing war in Ukraine, passing through the management of weapons of mass destruction and health emergencies, reaching the global system for the protection of refugees, the threats to the multilateral system, and the value of diplomacy from all directions.". In the aftermath of the devastation of World War II, the United Nations was established in 1945, with one central mission: to maintain international peace and security. The Charter of the United Nations focused on the commitment to peaceful settlement of disputes, and the determination to spare future generations the scourge of war, and states recognized that if wars were not possible to prevent, there must be limits to be waged within them, so the four Geneva Conventions of 1949 were drafted, negotiated and adopted, which are The conventions that today represent the core of international humanitarian law, and are a common commitment between states regarding the principle of humanity. These rules of war, which are universally endorsed, represent an ideal product of multilateral consensus, as they are proof of what can be achieved through effective multilateralism, as concerted efforts reduce losses and allow states to set rules, adhere to them, and act according to their contexts. The United Nations Security Council has a primary responsibility to prevent the outbreak of large-scale violent conflicts. Failure to limit their outbreak constitutes a challenge to the cohesion of the major powers leading the Security Council. It is undoubtedly a measure of success or failure in the role of those procedures followed by the Council, and an indication of the decline of diplomacy. The State of Qatar is one of the countries that stresses that peace and security are crucial to sustainable development, stability and prosperity, pointing out that development policies that address the root causes of conflicts and promote social and economic development can contribute significantly to achieving peace, security and sustainable development. The principles and objectives of the foreign policy of the State of Qatar stress the adoption of preventive diplomacy and mediation in resolving conflicts, through its long-term experience in resolving many regional and international disputes, and the need to focus and invest in addressing the roots of conflicts, peace-building projects, mediation and dialogue, and ensuring the effective participation of women and youth, and marginalized sectors affected by conflicts and humanitarian crises. The State of Qatar is proud of the high and distinguished level of its developed relations and strategic partnership with many African countries and the African Union in particular, through its diplomatic efforts, mediation in settling disputes as an honest mediator, peacemaking and building in Africa in accordance with the priorities of the African Union initiative, in addition to the efforts of the United Nations related to In the operations of making and maintaining peace, and building peace in Africa, in addition to the humanitarian and development efforts of the State of Qatar to face the challenges in the continent. The State of Qatar has already mediated in many regional and international files and issues over the past decade, exerting vigorous diplomatic and political efforts at the regional and international levels in mediating between factions, entities and states, at the request of the concerned parties, and without interfering in the internal affairs of states, to bridge points of view and find Sustainable solutions to conflicts and disagreements. Doha hosts negotiations between conflicting parties, and facilitates ways of dialogue between them in more than one geographical area, and these efforts have achieved successes that contributed to the maintenance of international peace and security, as the Qatari mediation had a role in reaching the signing of the Doha peace agreement in Darfur, and in Eritrea’s release of prisoners Djibouti, and in the release of hostages in Syria during the war years, and before that, the efforts of the State of Qatar resulted in ending the presidential vacuum in Lebanon in 2016 and others. In this vein, the year 2022 was no exception in the course of Qatari diplomacy. Last August, the Chadian parties signed the Doha Peace Agreement, which came as a culmination of negotiations hosted by the State of Qatar for five months with regional and international participation. The agreement paved the way for the convening of the national dialogue in the Chadian capital. N’Djamena, which aims to achieve comprehensive national reconciliation, which was praised by the Secretary-General of the United Nations, and considered this agreement to be historic, calling for its support. In addition, the State of Qatar received thanks twice from the United States, for its successful efforts to release Americans who were detained in Afghanistan, after long negotiations, and Washington affirmed that Qatar is a firm partner of the United States in joint efforts in Afghanistan. The State of Qatar views peace comprehensively. Peace, in the view of Qatari diplomacy, is not just the absence of violence. Lasting peace is based on compromises and justice, and requires the promotion of human development, especially in the areas of education and public health, the opening of job opportunities through economic recovery and the political and economic inclusion of youth, and the defense of human rights. the human being, and the promotion of social cohesion by rejecting injustice and exclusion. The State of Qatar strengthens the role of the Security Council through initiatives, mediation and preventive diplomacy that the international community should consolidate, as there are many conflicts and disputes that can only be resolved through multilateral efforts.
